Hanover County Safety and Risk Management Coordinator (CD)

Join our Safety and Risk Team and assist Hanover County Schools & Hanover County Government Employees see safety & risk as an as a core value which cannot be sacrificed.  The successful candidate will interface Hanover County Public Schools administration, faculty, staff & supervision to create a partnership for continuous improvement by communicating, coaching and assisting in ensuring that all safety & risk expectations are understood and met.

General Description:  This is a professional position performing complex and technical work in loss prevention, occupational health and safety, providing guidance, support and consultation to government departments and public schools. The incumbent performs a wide variety of duties relating to the County’s safety programs that identify, evaluate, and control workplace hazards, mitigate risk, ensure regulatory compliance, and prevent losses associated with activities and operations.

Organization:  The Safety and Risk Management Coordinator position is part of Hanover County’s Career Development Program (CD). The Safety and Risk Management (SRM) Coordinator Ladder has three (3) levels, ranging from SRM Coordinator I to SRM Coordinator-Senior. The incumbent reports to the Safety and Risk Manager and supervises no staff. 

Essential Functions:

  • Conducts facility, job-site and equipment inspections to ensure compliance with various safety regulations, and to identify and resolve possible mechanical and electrical hazards.
  • Collaborates with departments and schools to identify and analyze potential risks with the County.
  • Develops, implements and conducts safety training and awareness programs for General Government agencies and Schools.
  • Partners with County and Schools HR staff to ensure Workers’ Compensation incidents are submitted timely, and maintains records for annual OSHA 300 log reporting
  • Analyzes Workers’ Compensation and vehicle incident reports to identify trends and to adjust training needs as appropriate.
  • Manages property and loss claims; ensures timely submission and works with insurance carrier as needed.
  • Coordinates the Hazard Communication Program with applicable departments and ensures all required Material Safety Data Sheets are available and current.
  • Compiles and analyzes data to make appropriate recommendations for establishing or revising safety policies and practices.
  • Monitors material, equipment usage and environment to determine levels of hazard.
  • Monitors loss-control programs and activities for all agencies of the County and Schools as appropriate.
  • Monitors the loss experience of the County and Schools through a record-keeping system that details incidents.
  • Recommends corrective action to be taken if conditions may jeopardize employee health and productivity.
  • Conducts job safety analysis on certain job functions to locate accident- or hazard-potential. 
  • Performs related work as assigned.

  • Conditions – Occasional exposure to adverse weather and contact with animals and insects while completing field investigations

Knowledge, Skills and Abilities: Knowledge of the principles and practices of safety administration, insurance, risk analysis and OSHA, required. Knowledge applied to governmental operations, preferred. Ability to make safety inspections and to recommend the appropriate corrective actions. Ability to effectively train others in proper safety methods and procedures. Ability to keep accurate records. Effective written and oral communication skills. Ability to maintain relationships with representatives from other agencies, employees and public. Proficient in MS Word, Excel and Power Point. 

Education, Experience and Training:  Bachelor’s degree in safety management/technology or related field required with at least two (2) years’ experience and knowledge in the field of occupational safety and health, employee safety training, and the development of oral and written safety programs preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. Higher levels on the Career Ladder require additional education and experience

Requirements for the Safety & Environmental Specialist position include:

  • Intermediate to advanced skills in computer-based technology.  Proficient in Microsoft Office, Excel, Word, Power Point, and Outlook.
  • Must be able to learn environmental, health, and safety concepts and provide expertise to branches.
  • Must be able to quickly evaluate facts and maintain good judgment when making decisions.
  • Must possess ability to develop safety policies and procedures to comply with Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) rules and regulations.
  • Must be able to assist the EHS Team in addressing specific reporting and recordkeeping of regulatory agencies.
  • Must be willing to work extra hours, including days, nights, and/or weekends to meet business demands.
  • Excellent verbal and written communication skills.

Physical requirements must be met for the Safety & Environmental Specialist job, including the ability sit or stand for prolonged periods of time.  Able to lift, carry and maneuver items up to 10 pounds in weight.  This position may require reaching, standing, stooping, kneeling, bending and climbing beside, onto and under a variety of heavy equipment.
